Pursuit Policy Development Workshops

Few areas of policy development are more critical than that of vehicle pursuits. Injury and/or deaths of fleeing suspects, the motoring public and your agency’s officers often result in high cost litigation and settlements.

To address this issue the International Association of Directors of Law Enforcement and Standards (IADLEST) and the Association of Professional Law Enforcement Emergency Vehicle Response Trainers International (ALERT) have developed a Pursuit Policy Development Workshop. Through this training series, Municipal Police Training Council and other certified EVOC Instructors will be trained to return to your jurisdiction(s) to present four-hour pursuit policy workshops to law enforcement officers, supervisors and administrators.

IADLEST/ALERT and the NYS Division of Criminal Justice Services have partnered to offer eight train-the-trainer sessions.

‘2009 JAG Recovery Act Equipment Grant Program’

The Division of Criminal Justice Services (DCJS) announces that it is currently accepting applications for approximately $500,000 of available federal funds through the ‘2009 JAG Recovery Act Equipment Grant Program’ program.
This is a Request for Proposals (RFP) for the funds received by New York State for those localities who have not received a direct Recovery Act Byrne JAG Local award. A grant award requested under this program is for the acquisition of equipment that will support a local law enforcement agency’s efforts to effectively and efficiently reduce the incidence of crime and violence in their locality.
Applicants will be selected based on documented need, the quality of the proposed project, the applicant’s ability to administer the project, personnel qualifications, appropriateness of budget, and the applicant’s past compliance with Division of Criminal Justice Services grant programs.

Applicants must provide a DUNS (Data Universal Numbering System) number as part of the application and be current with their filing of Uniform Crime Report (UCR) data through the Division of Criminal Justice Services and the FBI.
Round 1 applications for funding are due no later than 12 noon on Friday, April 30, 2010, via the DCJS grants management system (GMS). Applications will continue to be accepted until the end of each month until all funds have been awarded. Hate Crime – Indentifying and Investigating

The NYS Division of Criminal Justice Services periodically trains police officers in designated IMPACT counties and surrounding areas to achieve and sustain long term crime reduction. In a cooperative effort between the Division, New York City Police Department (NYPD) and the Anti-Defamation League (ADL) there will be a series of one-day Hate Crime Trainings. This training is designed primarily for patrol officers and investigators. A separate training series will be offered to command staff later in the year.

This course presents an overview of hate crimes from the legal perspective. The presenters will include representatives from the NYPD Hate Crimes Task Force, NYS Governor’s Hate Crime Task Force, Anti-Defamation League and a prosecutor.

The following topics will be discussed:

- Defining a hate crime
- Indentifying hate crimes by bias indicators
- Steps to investigating a hate crime
- Determining what evidence is needed to prove a hate crime
- Integration of data and investigative techniques obtained from Crime Analysis Centers
- Accusatory Instrument preparation
- Offender profiles and typologies
- Victim and community impact
- Review of relevant New York State and Federal Laws
- Municipal Police Training Council (MPTC) Hate Crime Model Policy

Although we are planning for a large enrollment, seating will be limited. You must, therefore, receive confirmation of acceptance to attend.

Federal Law Enforcement “Toolbox” Training

Many investigations could benefit from an additional resource or two. Most any task takes less time and is easier to complete when armed with the right tools. Several such tools exist within the Federal law enforcement agencies which are at your disposal. But, do you know what they actually have to offer? After training, your agency will have more tools to better conduct investigations to a successful conclusion, regardless of whether they feel a federal crime has been committed!

In an effort to help local law enforcement agencies become more efficient and successful in their investigations, the United States Attorney’s Office for the Western District of New York, the Rural Police Training Institute and the New York State Division of Criminal Justice Services have partnered with a host of agencies to present the Federal Law Enforcement Toolbox Training Course. The next session will be in:

Batavia – June 22, 2010

The Federal agencies which are expected to take part in this session of training include law enforcement specialists from the: United States Attorney’s Office, FBI, DEA, U.S. Border Patrol, ICE, ATF, Customs & Border Protection (CBP), IRS, Secret Service, U.S. Postal Inspection Service, U.S. Marshals Service, Federal Probation, Social Security Administration Office of the Inspector General, Defense Criminal Investigative Service (DCIS ), Transportation Security Administration (TSA), Environmental Protection Agency (EPA) and the Erie Crime Analysis Center/HIDTA.

Electronic Class Registrations – Part 2!

In an effort to reduce costs and improve efficiency, the Division of Criminal Justice Services (DCJS), Office of Public Safety (OPS) is implementing a change in the course registration process for our training courses. OPS will continue to distribute training announcements via ePagesNY and they will also be available on the training calendar on the DCJS website (http://calendar.dcjs.state.ny.us/ ).

Training announcements will be in Portable Document Format (pdf) and will now be distributed as a pdf “packet”. An end user that opens the pdf packet will see two files. The first file will be the actual Training Announcement and will contain a description of the course being offered. The second file will consist of a Course Registration form that should be completed electronically and submitted via email using the “Submit by Email” radio button located on the form. Due to the format of the Registration Form, the size of the file exceeds some agencies email restrictions. Please contact your system administrator, if necessary, to continue to receive the training announcements or visit our web page and download them directly to your PC.

As in the past, a separate registration form must be submitted for each individual wishing to attend an OPS training. The registration form submitted must be the form distributed with each individual announcement. Please do not save the form as a template and reuse it for future courses. Each registration form is unique to the specific course announcement and contains course specific data. The use of a form other than the one distributed with the course announcement will result in an invalid registration.

OPS prefers to receive Course Registrations via email but will accept them via fax if you experience any difficulty in submitting them electronically. If you cannot submit the form electronically, we strongly encourage the registrations be filled out on the computer, printed and then faxed to OPS. This will greatly reduce errors associated with illegible forms. Confirmation of course attendance letters will be done via email notifications.

In addition, OPS will no longer continue the process of mailing Course Completion certificates via the United States Postal Service. Course Completion certificates will now be distributed via email. Therefore, a valid email address is required on the Course Registration form. This email address should reflect the location that the certificate will be sent within your agency. Agencies that wish to have certificates sent to a specific individual within the agency must address this issue internally via a departmental policy or order. OPS will send the certificates to the email address provided on the registration form and will not be responsible for certificates sent to email accounts not authorized by your agency. Please instruct your staff as to the appropriate email address to utilize when completing a course registration form.

Teaching Officers to See the Crime Scene – “The Art of Perception” Training

The New York State/Eastern Canada Chapter of the FBI National Academy Associates is working with the Division of Criminal Justice Services to provide you a unique class of training for investigators and other criminal justice professionals assigned to respond to crime scenes and the investigation thereafter. The Art of Perception is taught by Amy Herman, from New York City and is a proprietary training seminar that teaches professionals how to enhance their observation and crime-solving skills. Ms. Herman has a master’s degree in art history as well as a law degree and began her career as an attorney in a private firm. She’s currently the director of educational development for the New York City public television station WNET. She has been teaching the course since 2004, and has tailored it to criminal justice professionals based upon her observations during police ride-alongs while studying law at George Washington University.

Graduates have used the skills to change the way they assign officers to crime scenes, and officers have improved the way they observe and record the events and calls they respond to. Herman’s training teaches police officers and other criminal justice professionals to look at crime scenes more thoroughly and think about the different ways things can happen. As a result of this process, attendees learn to analyze, expand upon, and reconsider the skills necessary to perform their professional responsibilities.

This course has been regularly attended by higher command officers in patrol and detective assignments within the New York City Police Department. In addition, other agencies that have sent employees include the Federal Bureau of Investigation, U.S. Secret Service, Federal Department of Homeland Security, the Transportation Security Administration, the Strategic Studies Group of the Naval War College, the Southern District of New York US Attorney’s Office, the National Guard and, during a visit to London, the Metropolitan Police of Scotland Yard!

Due to her busy schedule, we are only able to offer one session of training for this program at this time. Training will be held on May 25, 2010 in Saratoga Springs, New York, at the Holiday Inn, 232 Broadway (Route 9) Saratoga Springs, New York 12866 (518) 584-4550, from 9 a.m. to approximately 1:00 p.m. Cost is $30.00 per person, which includes lunch.

Anyone wishing to stay overnight on their own can do so by calling the Holiday Inn and mentioning the FBINAA. The rate for overnight stay is $106.00 per person.

Forensic Investigations Instructor (Tenure Track)

Herkimer County Community College seeks qualified candidates for the Forensic Investigations Instructor position for August 2010 pending upcoming fiscal year 2011 budget approval.  In addition to teaching, responsibilities include student advisement, curriculum development, service on division and college-wide committees, ability to use computer and other media, and regular engagement in scholarly activities.  Community college teaching experience strongly preferred.

The successful candidate will possess significant experience as a crime scene investigator and demonstrate a superior knowledge of collecting, preserving, and analyzing evidence.  Specialized training in blood splatters, arson, crime scene documentation, forensic photography, and fingerprinting are highly desirable.  The teaching load will consist of criminal investigation, forensic photography, and law enforcement courses.

This position requires a minimum of a master’s degree in the appropriate or closely related field with Ph.D. preferred.  The successful candidate should have a history of teaching with community college experience strongly preferred and must be able to relate well with students.
