Elder Abuse and Financial Exploitation: A Framework for Investigation

The Federal Law Enforcement Training Center (FLETC) in conjunction with the Office on Violence against Women (OVW), the National Sheriff’s Association and the National Clearinghouse on Abuse in Later Life has recognized the need for training law enforcement in recognizing and investigating elderly abuse.  The fastest growing population in the country right now is that of the aging due to the Baby Boomer population.  Inaccurate perceptions about aging has resulted in abuse cases not being recognized as such and the victims being put at a higher rate of risk.

This presentation provides guidance and techniques for investigating financial exploitation.  Utilizing actual cases, it will address the following issues: initial response, recognizing and collecting essential evidence, interviewing, documentation, and identifying and overcoming common defenses.  Specific focus will be given to critical issues such as capacity, consent, Powers of Attorney, and undue influence and the necessary evidence to support a criminal case.  The importance of a multidisciplinary response will be emphasized to include the use of experts.  Speakers include national, local and judicial experts.

1. Understand the special challenges in investigating financial exploitation.
2. Plan and carry out a follow-up investigation to include identifying essential evidence.
3. Develop interviewing skills and techniques that maximize the collection of information and evidence.
4. Describe the critical issues associated with capacity, consent and undue influence.
5. Develop an effective strategy to overcome common defenses.

This training is being hosted by the Unified Court System of NYS and the Erie County Elder Abuse Training Team.

Course Cost: There is no course cost for law enforcement.  A working lunch is included.

Off-Duty and Plain Clothes Police Encounters

In its September 2008 meeting, the Municipal Police Training Council approved a new segment of training for police recruits titled “Off-Duty and Plain Clothes Police Encounters.” This training was developed by the Office of Public Safety within the Division of Criminal Justice Services in concert with various state and local police agencies.

This training covers several commonly occurring actions police officers must learn to accomplish safely as they are entering the law enforcement profession:

• Police officers encountering other officers that are on a “plain clothes” assignment;

• Police officers in a plain clothes assignment being confronted by a uniformed officer; and

• Police officers, while off-duty confronting a law breaker.

We are also making this training standard available to you for your consideration for in-service training. The lesson plan for recruits can be reviewed by your staff, and pertinent objectives covered in shorter segments if necessary for line-up or similar training periods. There is valuable officer safety training for the uniformed and plain clothes officers alike. Finally, there is a segment on “family plans” for officers to consider to use with their own family members.

International Association of Directors of Law Enforcement Standards and Training

Contract position for facilitator/writer.

IADLEST would like to solicit applications for a facilitator/writer to help administer a NHTSA project to provide for and support the development of a comprehensive POST acceptable Instructional Systems Development Template for NHTSA use when designing and developing traffic safety and enforcement training programs for State, county and municipal law enforcement officers throughout the Nation.

The focus of this effort is to address training and delivery issues that include identifying those factors to consider when designing and developing a comprehensive training program template for traffic safety and enforcement training programs for State, county and municipal law enforcement officers that is inclusive of and consistent with each State POST accreditation guidelines.

Our work plan is to hold five regional meetings around the United States, bringing together a representative from every state POST to provide their State’s requirements for POST accreditation or certification of a training program. We feel these five meetings would be 3-4 hours in length and this person would facilitate the meeting, collecting all the data from each state, and provide a final instructional systems development template that would be put on the IADLEST website for use by NHTSA or other interested agencies developing training lesson plans for law enforcement. Deadline for completion of this project is 7/30/2009.

We anticipate this project would involve approximately 50 hours of work with travel and per diem paid by the grant.

Please submit a resume and cost per hour estimate for completing this project to the IADLEST Contract/Grants manager below. Selection will be based on cost, experience, education and skills necessary to complete this project. Deadline for submission is Friday, October 24, 2008.

NEW! DRE Recertification Training – This is for certified DRE’s only.

As specified in section III of the International Standards of the Drug
Evaluation and Classification Program, all drug recognition experts must
recertified every two years following original certification.

The New York Standards have added to section III that every DRE must attend
eight hours of certified training every year. Certified training means
training approved by the State Coordinators office.
