Extremist Hate Group Seminars

The NYS Division of Criminal Justice Services periodically trains police officers in designated IMPACT counties and surrounding areas to achieve and sustain long term crime reduction.  In a cooperative effort between the Division and the Anti-Defamation League (ADL) there will be a series of one-day “Extremist Hate Group” Seminars.  This training is designed primarily for police officers, gang suppression units, correction officers and community corrections personnel.

       This course presents an overview of hate crimes from the legal perspective.  The presenters will include ADL’s Northeastern Investigative Researcher and Eastern States Civil Rights Counsel.  The following topics will be discussed:

 -  Identify the various right wing extremist groups active in New York State

-   Defining a hate crime

-   Steps to investigating a hate crime

-   Determining what evidence is needed to prove a hate crime

-   Indentifying hate crimes by bias indicators

-   Offender profiles and typologies

-   Victim and community impact

-   Currently active extremist groups in New York State

-   Recruiting tactics of extremist groups

-   Extremist groups use of the internet

-   Review of relevant New York State and Federal Laws

Electronic Crime Scene Investigation: A Guide for First Responders, originally written and approved by the Technical Working Group for Electronic Crime Scene Investigation several years ago has been updated and is available for download at:

This guide is intended to assist State and local law enforcement and other first responders who may be responsible for preserving an electronic crime scene and for recognizing, collecting, and safeguarding digital evidence. It is not all inclusive but addresses situations encountered with electronic crime scenes and digital evidence. All crime scenes are unique and the judgment of the first responder, agency protocols, and prevailing technology should all be considered when implementing the information in this guide. First responders to electronic crime scenes should adjust their practices as circumstances—including level of experience, conditions, and available equipment—warrant. The circumstances of individual crime scenes and Federal, State, and local laws may dictate actions or a particular order of actions other than those described in this guide. First responders should be familiar with all the information in this guide and perform their duties and responsibilities as circumstances dictate.

Basic Campus Law Enforcement Officer Training Academy

The Zone Five Law Enforcement Academy in conjunction with the Hudson Mohawk Campus Security Consortium  has asked that I solicit the listserv for interest in running a Basic Campus Law Enforcement Officer Training Academy. The academy will focus on developing basic law enforcement and community oriented policing skills necessary for patrol officers working in university and college campus settings. The program will be held this summer for a period of 8 weeks and provide 327 hours of accredited training. The program will include law enforcement training necessary for campus peace officer certification required by the New York State Division of Criminal Justice Services (DCJS) and would include emergency vehicle operation. The collaboration combines curricula from the Regional Police Academy. Instructors for the program will be DCJS certified police instructors from campus and local law enforcement agencies in the region. Housing and meal arrangements will be available. This is an ideal opportunity to provide high quality campus law enforcement training for sworn and non-sworn officers with instructors who work on campus settings every day.

The training will be held at the Zone 5 Law Enforcement Academy in Schenectady, NY. The Academy is tentatively scheduled to begin on June 15,2008 and will conclude on August 15th, 2008. The cost break down is listed below:

Non-Member price is $1,000. per student for this course. Meals & Lodging are available at Union College, Schenectady, NY for minimal cost.

Graffiti Crime Course

The NYS Division of Criminal Justice Services periodically trains police officers in designated IMPACT counties and surrounding areas to achieve and sustain long term crime reduction.  There will be a series of one-day training seminar on Graffiti Crimes.  This training is designed primarily for police officers, correction officers and community corrections personnel.

 Instructors will present information on “Tagger” and gang graffiti identification, evidence gathering, case preparation and prosecution strategies.  There will be an emphasis placed on local gang graffiti at each training location.  The Regional Community Policing “Graffiti Hurts” Task Force will present prevention and community partnership techniques that have gained results in arrests for property crimes within local communities.  The similarities in cultures of gang graffiti and gang tattoos will be presented to the audience.  These cultures are heavily dominated by criminal street gangs within New York State Communities.

CYBERSECURITY PROGRAM AVAILABLE ONLINE

Herkimer County (Herkimer NY) Community College’s Associate in Science degree program in Criminal Justice Cybersecurity is now offered completely online, beginning with the Fall 2008 semester.

Students enrolling in the online program will be able to complete the two-year associate degree program without coming to campus. “This is a great opportunity for those already in the workforce, as well as returning adult students who find travel to campus difficult to balance with family life,” said Robert Pamieri, Associate Dean for Enrollment Management.

Students can take classes at anytime, anywhere they have access to the internet.

This program is designed for transfer to a four-year institution, before entering the workforce. Cybersecurity professionals are the first line of defense in protecting the cyber-network in fields such as banking and finance, transportation, law enforcement, defense communications and homeland security. Coursework includes Understanding and Managing Cyber Crime, Internet Security, Criminology, Network Defense & Countermeasures, and Criminal Procedure Law.
