Active shooter incidents and their response pose several unique concerns for all facets of public safety including public safety communications. There are a multitude of issues that make responding to an active shooter incident more difficult than other armed subject calls or violent in-progress incidents.

Properly Handling the Animal Abuse Case Training Seminars

Like every call for service, an animal abuse call requires officers that can correctly evaluate whether a crime has been committed, and if so, who is responsible.  Next, they must correctly build a case through evidence collection and processing, witnesses and interviews, and proper application of law if an arrest is made.  Since animal abuse cases have so many unique aspects, it is important that these officers receive specialized training.  In a cooperative effort between the Division and the ASPCA® Humane Law Enforcement and National Outreach, six sessions of training are planned statewide over the next several months.

During training, officers will learn how each case often requires outside resources, such as veterinarians.  They will also learn when they should reach out to outside advisers such as prosecutors and animal abuse investigators.  Prosecutors and probation officers are encouraged to attend to see how cases are investigated, and to develop contacts helpful to their mission.  It’s also important that prosecutors and probation officers work with local law enforcement to develop a proper response to the crime in relation to its impact on the community, particularly when a verdict of guilt requires sentencing recommendations to the court of jurisdiction. Officers responding to animal abuse cases need training on handling animals.  Finally, they need information about the different types of cases beyond cruelty and maltreatment, such as; blood sports including animal fighting and people who hoard animals with good intentions, but bad results.

Legal Issues for N.Y. Law Enforcement Officers

The Division is pleased to announce the availability of additional sessions of one of our most highly requested courses for 2008, Legal Issues for N.Y. Law Enforcement Officers.  These two day training courses train officers, investigators and supervisors to start much earlier in building a case as soon as they get dispatched.  These courses will be held April 16-17, 2008 in Steuben County, May 28-29, 2008 in Niagara County, June 17-18, 2008 in St. Lawrence County, September 23-24, 2008 in Westchester County and October 28-29, 2008 in Monroe County.  The most recent U.S. Supreme Court and N.Y. Court of Appeals case law updates will be discussed throughout the training.             This course is designed for all police officers; whether they are patrol officers, plain clothes investigators or supervisors of any assignment.  The course will consist of an in depth analysis of the most recent court cases pertaining to search and seizure and legal aspects of interrogations and confessions.  In addition to learning the applicable law, the focus will be on how these precedents directly impact an officer in the performance of his or her duties and strategies to get the job done the right way.  Intermixed throughout the course will be discussions on officer safety, civil liability and a review of commonly misused and misunderstood penal law sections.  The core course content of these additional sessions will remain similar to the sessions previously offered but has been revised and updated.             For more information and registration materials please open the attached training announcement.  Click here: “Announcement.”
